A training record is the detailed history for one person, listing each course, date, and certificate; a training matrix aggregates that data across the whole team into a grid showing who holds which skills.
Retention depends on your industry and jurisdiction, but health, safety, and regulated-competency records are commonly kept for the duration of employment plus several years to cover audit and liability periods.
Line managers or the project resource lead usually own the records, often with HR support, and are responsible for updating completions and monitoring upcoming renewals.
