A Stakeholder Engagement Plan documents how you will communicate with and involve each stakeholder to move them from their current level of engagement to the level the project needs. It turns a stakeholder register into concrete actions, owners, and cadences, reducing the risk that key people are surprised, disengaged, or actively resistant. Without one, engagement tends to default to whoever shouts loudest rather than who matters most.

The register catalogues who your stakeholders are and their interest, influence, and contact details. The engagement plan builds on that to define how you will actively move each stakeholder to the engagement level the project requires.
A common method is the engagement assessment matrix, which rates each stakeholder as unaware, resistant, neutral, supportive, or leading, and marks both their current and desired positions. Gaps between the two indicate where targeted engagement actions are needed.
The project manager typically owns and maintains the plan, but specific engagement actions are often delegated to sponsors, team leads, or subject-matter experts who hold the strongest relationships with particular stakeholders.
