A Software Development Plan (SDP) is the master planning document that defines how a software project will be executed, monitored, and controlled across its lifecycle. It aligns scope, schedule, methodology, resources, and technical approach so engineering, QA, and stakeholders share one baseline. Without it, teams drift between ad-hoc sprints and undocumented decisions that surface as scope creep and integration risk.

It is the governing document that specifies how a software project will be built and managed, covering scope, methodology, schedule, resources, technical approach, and quality strategy. It serves as the baseline against which progress and changes are measured.
A charter authorizes the project and states high-level goals, while a requirements spec defines what the software must do; the SDP defines how the team will deliver it—the process, timeline, roles, and engineering practices.
The project or technical lead typically owns it, with input from architects, QA, and product; it should be reviewed and updated at each phase or sprint boundary so it stays accurate.
