A Resource Plan maps the people, equipment, materials, and budget needed to deliver a project, then schedules when and where each is required across the timeline. It turns a task list into a staffed, costed plan and exposes over-allocation, skills gaps, and procurement lead times before they derail delivery.

The schedule defines what tasks happen and when; the Resource Plan defines who and what delivers them, and confirms the required people, equipment, and materials are available at the right time.
Take the effort estimate for each task, convert it to units (hours or FTE) over the task duration, then sum across overlapping tasks to see peak demand per role and compare it against available capacity.
Over-allocation happens when concurrent tasks demand more of a person than their capacity; resolve it by resource levelling, shifting task dates, splitting work, or adding capacity through hires or contractors.
