A Project Execution Plan (PEP) is the governing document that translates approved scope, budget, and schedule into how the project will actually be delivered day to day. It defines the delivery strategy, roles, controls, and interfaces so the whole team works from one agreed baseline. A strong PEP prevents scope drift and clarifies who decides what once execution begins.

A project management plan sets out how the project will be managed across all knowledge areas, while a PEP focuses on the delivery strategy and controls for the execution phase. On large capital projects the PEP is often the master document that subsidiary management plans support.
The project manager owns and drafts it, drawing on input from the technical lead, procurement, cost control, and key stakeholders. It is typically approved by the project sponsor or steering committee at the planning-to-execution gate.
Update it at each major stage gate, when scope or delivery strategy changes, or when contracts and organisation structures shift. Treating it as a static approval document is a common cause of misalignment during delivery.
