A Program Roadmap is a high-level, time-phased view of the component projects, milestones, and capability releases that together deliver a program's strategic outcomes. It aligns multiple workstreams against shared dependencies and benefit realisation dates, giving sponsors and delivery teams a single reference for what lands when. Unlike a project schedule, it stays deliberately coarse-grained so it survives contact with changing detail.

A roadmap shows strategic timing across multiple projects at a milestone level, while a project plan breaks a single project into detailed tasks, durations, and resources. The roadmap changes rarely; the underlying plans change constantly.
Refresh it at each program board or tranche review, typically monthly or quarterly, and re-baseline only when a gate decision or major change alters the sequence or benefit dates.
The program manager owns and maintains it, but the Senior Responsible Owner (SRO) or sponsor endorses it, since it commits the program to outcome and benefit dates.
