About the Procurement Plan template

A Procurement Plan defines how a project will acquire the goods, services, and works it cannot deliver in-house, mapping what will be bought, from whom, under which contract type, and on what schedule. It links each purchase to the project budget, timeline, and risk profile so sourcing decisions support delivery rather than delay it. Without it, teams commit spend ad hoc, miss lead times, and lose leverage in supplier negotiations.

It's part of My QMS, MyPMP's Quality Management System: fill it in online, personalize it with your name and logo, then export a clean, branded PDF. Your work auto-saves in your browser.

When to use a Procurement Plan

  • β–ΈDuring project planning, once the scope and WBS reveal what must be sourced externally
  • β–ΈWhen make-or-buy decisions need documenting before budget sign-off
  • β–ΈAhead of long-lead procurement in construction, IT, or capital projects
  • β–ΈWhen multiple vendors or regulated tender processes require a coordinated timeline

What a good Procurement Plan includes

  • βœ“Procurement items list with linked WBS deliverables and estimated cost
  • βœ“Make-or-buy analysis and justification for each item
  • βœ“Contract type per item (fixed-price, T&M, cost-reimbursable) and rationale
  • βœ“Sourcing approach: RFQ, RFP, tender thresholds and evaluation criteria
  • βœ“Procurement schedule with lead times, key milestones, and required-by dates
  • βœ“Roles, approval authority, and vendor/risk management responsibilities

Tips & common mistakes

  • πŸ’‘Work backwards from the required-on-site date and add supplier lead time plus tender duration; late procurement is a top cause of schedule slip
  • πŸ’‘Match contract type to risk: use fixed-price only when scope is stable, not for evolving requirements
  • πŸ’‘Set spend thresholds that trigger competitive bidding early, so approvals don't stall procurement mid-project

How it works

  1. 1. Fill it in β€” type directly into the fields, tables and sections above.
  2. 2. Brand it β€” add your organization name and logo with the Branding button.
  3. 3. Export β€” print to PDF, or become a member to white-label and sync across devices.

FAQ

What is a Procurement Plan?οΌ‹

It is a planning document that sets out how a project will buy external goods, services, and works, including what to procure, contract types, sourcing methods, and the timeline for each purchase.

What's the difference between a Procurement Plan and a procurement strategy?οΌ‹

The strategy sets high-level principles and objectives for sourcing across an organization or programme, while the plan is project-specific and details individual items, contracts, schedules, and responsibilities.

Who is responsible for creating the Procurement Plan?οΌ‹

The project manager usually owns it, often with input from a procurement or contracts specialist, and it is approved by the sponsor or those holding relevant spend authority.
