An Operational Plan translates strategic objectives into the day-to-day activities, resources, and responsibilities needed to deliver them over a defined period, typically one budget or financial year. It bridges the gap between high-level strategy and execution by specifying who does what, by when, with what budget, and how progress is measured. Without one, teams often pursue goals with no clear allocation of tasks, owners, or funding.

A strategic plan sets long-term direction and goals over three to five years, while an operational plan covers the short-term actions, resources, and responsibilities, usually within a single year, that deliver those goals.
Most operational plans align with a 12-month budget or fiscal year, broken into quarterly or monthly milestones so progress can be tracked and adjusted.
It is typically owned by department heads or operations managers, developed with input from the teams responsible for the activities and approved by senior leadership against the wider strategy.
