An Annual Work Plan translates a program or department's yearly objectives into scheduled activities, responsible owners, timelines, and budget over a 12-month cycle. It bridges high-level strategy and day-to-day execution, giving teams a single reference for what will be delivered, by when, and with which resources. Done well, it becomes the baseline against which quarterly progress and spending are measured.

It is typically drafted by the program or department manager with input from activity owners, then reviewed and approved by senior management or a funding body before the year begins.
Review it at least quarterly to record actual progress against targets, adjust timelines, and re-forecast budgets; the objectives usually stay fixed while activities and dates are refined.
