A budget is the approved total available to spend, while a cost breakdown is the detailed itemization of how that total is built up from individual line items, quantities, and rates.
Detail should match the decision it supports: high-level categories for early feasibility, and line-item quantities and unit rates once you are estimating firm costs or comparing quotes.
Contingency is usually a percentage applied to the base estimate to cover known risks and uncertainty, listed as its own line so it stays visible and can be drawn down and tracked separately.
