A Bill of Quantities (BoQ) is an itemised schedule of the measured works, materials, and labour required for a construction project, prepared from drawings and specifications. It gives every tendering contractor a common basis to price against, so bids can be compared like-for-like, and it later supports valuations, variations, and interim payments.

It is a detailed, itemised list of the materials, labour, and works needed for a project, each with a quantity, unit, and rate. It lets contractors submit comparable priced tenders and forms the basis for later valuations.
A firm BoQ is measured from complete drawings and is used for tendering a fixed scope, while an approximate BoQ is based on incomplete design and re-measured on site as the work is built.
It is usually produced by a quantity surveyor or cost consultant working from the architect's and engineer's drawings and specifications, before tenders are invited.
